The training could strengthen the local level investigative capabilities of FBI and the Department of Justice, providing that the state and local expertise being used by DHS as it conducts anti-terrorism and self defense efforts in areas that do not involve large-scale armed acts by terrorists that could be used to justify mass murder and unlawful conduct.
